The Director Conservation & Infrastructure is a senior executive leadership role within the Port Arthur Historic Site Management Authority (PAHSMA) and a member of the Executive Leadership Team.
About the role
The Director Conservation & Infrastructure provides authoritative and strategic leadership of the Conservation & Infrastructure Division to ensure the longterm conservation, protection and transmission of heritage values across PAHSMA’s sites, while supporting high-quality visitor, community and commercial outcomes consistent with Government priorities, statutory responsibilities and World Heritage obligations. The occupant contributes to agency and whole-of-government priorities by shaping long-term direction, providing high-level strategic and policy advice, leading organisational capability and change, and exercising stewardship of significant public assets and resources.
In a complex operating environment spanning multiple sites, disciplines and stakeholder interests, the role helps lead transformative culture change by setting a compelling direction, aligning leaders to a clear behavioural standard and sustaining momentum through visible, values-based leadership. Culture priorities are translated into measurable outcomes through agreed baselines, targets and governance (for example, improved staff engagement, increased safety engagement, stronger retention and capability uplift), with progress reported transparently and acted on. The role builds trust and shared ownership through inclusive engagement with stakeholders, community partners, industry, and government, and by making timely, evidence-informed decisions that strengthen accountability, collaboration and
enduring public and heritage value.
Working at the Port Arthur Historic Sites
Located in southern Lutruwita/Tasmania, the Port Arthur Historic Site Management Authority’s three UNESCO World Heritage-listed sites are major Australian tourism destinationd and some of the country’s most important heritage sites, and include:
- Port Arthur Historic Site
- Cascades Female Factory
- Coal Mines Historic Site
Conservation and stewardship of these significant places as heritage sites is the primary objective of PAHSMA in managing the sites.

- Role-specific criterion – Professional Expertise:
- Demonstrated experience and success in a senior people management and organisation culture leadership role.
- Deep professional expertise relevant to heritage conservation, infrastructure, asset management and/or a related discipline, with the ability to apply specialist knowledge in a complex heritage tourism environment while balancing heritage protection, statutory obligations, public value, commercial sustainability and community expectations.
- Post graduate qualifications in a heritage-related discipline or comparable experience and expertise.
Key result areas
- Executive leadership and strategic contribution – Actively contribute as a member of the Executive Leadership Team to organisation-wide strategy, planning, governance, performance and culture, and provide strategic,evidence-based and impartial advice to the Chief Executive Officer, Board and relevant stakeholders.
- Conservation, infrastructure and asset strategy – Lead the development and implementation of long-term strategies, plans and priorities for conservation, infrastructure, maintenance, renewal and asset management across PAHSMA’s sites, consistent with statutory, conservation and organisational requirements.
- Organisational capability, change and culture – In collaboration with executive colleagues and senior leaders, champion enterprise-wide transformation and a values-led culture. Align strategy, operating model, governance and ways of working to lift capability, engagement and performance, and deliver measurable improvements in outcomes for PAHSMA.
- Governance, risk and statutory compliance – Ensure robust governance, risk management, work health and safety, procurement, probity and compliance arrangements for the Division, including appropriate controls for projects, contractors and public assets.
- Financial stewardship and resource management – Lead the effective management of divisional people, budgets, capital programs and other resources to deliver sustainable, efficient and accountable outcomes.
- Stakeholder engagement and influence – Build and maintain productive relationships and partnerships across government, the heritage and tourism sectors, Aboriginal stakeholders, community organisations, professional advisers, contractors and other key parties to progress shared outcomes.
